Narrative:

There is a significant pavement irregularity on runway 13 at lga where it crosses through runway 4-22. During takeoff, this situation causes a very abusive jar to aircraft airframe/structure and landing gear at the least and electronic components and engines, etc as well. These high level dynamic forces are very abusive and during a critical phase of flight are a significant safety concern or at least should be to the FAA and the ny port authority/authorized. Such impacting blows will hasten fatigue or structure cracking or failure - leading to loss of control or catastrophic failure. This situation needs correction! Callback conversation with reporter revealed the following information: the reporter is a new large transport captain for a major us air carrier. He has not been into lga for a few years, so he cannot say if the situation has worsened. He states that he is concerned partly because of his mechanic engineering training and partly because passenger have shown concern to him after experiencing the ride. The reporter's flight management has encouraged him and other pilots to report this to the ASRS. He will call the ny port authority/authorized the next time he is in ny.

Title: AN ACR LGT CAPT IS CONCERNED WITH THE CONDITION OF LGA RWY 13.

Narrative: THERE IS A SIGNIFICANT PAVEMENT IRREGULARITY ON RWY 13 AT LGA WHERE IT CROSSES THROUGH RWY 4-22. DURING TKOF, THIS SIT CAUSES A VERY ABUSIVE JAR TO ACFT AIRFRAME/STRUCTURE AND LNDG GEAR AT THE LEAST AND ELECTRONIC COMPONENTS AND ENGS, ETC AS WELL. THESE HIGH LEVEL DYNAMIC FORCES ARE VERY ABUSIVE AND DURING A CRITICAL PHASE OF FLT ARE A SIGNIFICANT SAFETY CONCERN OR AT LEAST SHOULD BE TO THE FAA AND THE NY PORT AUTH. SUCH IMPACTING BLOWS WILL HASTEN FATIGUE OR STRUCTURE CRACKING OR FAILURE - LEADING TO LOSS OF CTL OR CATASTROPHIC FAILURE. THIS SITUATION NEEDS CORRECTION! CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR IS A NEW LGT CAPT FOR A MAJOR US ACR. HE HAS NOT BEEN INTO LGA FOR A FEW YEARS, SO HE CANNOT SAY IF THE SIT HAS WORSENED. HE STATES THAT HE IS CONCERNED PARTLY BECAUSE OF HIS MECH ENGINEERING TRAINING AND PARTLY BECAUSE PAX HAVE SHOWN CONCERN TO HIM AFTER EXPERIENCING THE RIDE. THE RPTR'S FLT MGMNT HAS ENCOURAGED HIM AND OTHER PLTS TO RPT THIS TO THE ASRS. HE WILL CALL THE NY PORT AUTH THE NEXT TIME HE IS IN NY.
