Narrative:

We preflted the aircraft and called for our clearance. We were cleared to sgh as filed and instructed to expect runway 27 for departure. My copilot acknowledged and replied that he had received the current ATIS. We then started our engines and called for clearance. Ground control advised us to taxi to runway 27 via taxiway microphone and dixie, he also stated to continue wbound on the ramp since there were men and equipment working on one of 2 feeder txwys that led to taxiway microphone (e-w taxiway). We had the construction crew in sight, there was construction equipment all quadrants around the ramp. As we taxied, we were instructed to turn right on the second feeder and join taxiway microphone. At microphone we were to turn left on microphone and then right on dixie. We got confused and turned right on microphone, since we had used that taxiway the night before. Also it was obvious at that time that this was the most direct route to runway 27. As we taxied, we noticed 4 soft construction cones blocking the taxiway. Immediately we were called by ATC and told that the taxiway was closed and that we needed to make a 180 degree turn and proceed wbound on microphone, but now to runway 18R. As we completed our turn, to our disbelief, we saw 4 more construction cones, 2 of which were lying on the ground. After removing the cones, we taxied back to the ramp to inspect the aircraft's propellers since we thought we might have struck one, although nothing was heard or felt. We found that the left propeller had struck a soft cone. We had the aircraft inspected by a mechanic. Nothing was damaged and aircraft was returned to flying status after a short delay. Contributing factors: we had landed and taxied on taxiway microphone the night before. Copilot did not pay attention to ATIS remarks section. Copilot had his head down tuning radio frequencys throughout the turns. We had the bright sun on our face as we taxied. WX was clear visibility unrestricted. Corrective factors: both pilots should listen to the ATIS in detail. Both pilots should be looking out the window when taxiing the aircraft. Understand and review the airport diagram. Listen and understand clearance by ATC.

Title: FLC OF A GOV SMT ACFT FAILED TO FOLLOW TAXI CLRNC RESULTING IN TAXIING ON A CLOSED TXWY AND STRIKING CONSTRUCTION WARNING CONES CAUSING MINOR PROP DAMAGE.

GND CTL ADVISED US TO TAXI TO RWY 27 VIA TXWY MIKE AND DIXIE, HE ALSO STATED TO CONTINUE WBOUND ON THE RAMP SINCE THERE WERE MEN AND EQUIP WORKING ON ONE OF 2 FEEDER TXWYS THAT LED TO TXWY MIKE (E-W TXWY). WE HAD THE CONSTRUCTION CREW IN SIGHT, THERE WAS CONSTRUCTION EQUIP ALL QUADRANTS AROUND THE RAMP. AS WE TAXIED, WE WERE INSTRUCTED TO TURN R ON THE SECOND FEEDER AND JOIN TXWY MIKE. AT MIKE WE WERE TO TURN L ON MIKE AND THEN R ON DIXIE. WE GOT CONFUSED AND TURNED R ON MIKE, SINCE WE HAD USED THAT TXWY THE NIGHT BEFORE. ALSO IT WAS OBVIOUS AT THAT TIME THAT THIS WAS THE MOST DIRECT RTE TO RWY 27. AS WE TAXIED, WE NOTICED 4 SOFT CONSTRUCTION CONES BLOCKING THE TXWY. IMMEDIATELY WE WERE CALLED BY ATC AND TOLD THAT THE TXWY WAS CLOSED AND THAT WE NEEDED TO MAKE A 180 DEG TURN AND PROCEED WBOUND ON MIKE, BUT NOW TO RWY 18R. AS WE COMPLETED OUR TURN, TO OUR DISBELIEF, WE SAW 4 MORE CONSTRUCTION CONES, 2 OF WHICH WERE LYING ON THE GND. AFTER REMOVING THE CONES, WE TAXIED BACK TO THE RAMP TO INSPECT THE ACFT'S PROPS SINCE WE THOUGHT WE MIGHT HAVE STRUCK ONE, ALTHOUGH NOTHING WAS HEARD OR FELT. WE FOUND THAT THE L PROP HAD STRUCK A SOFT CONE. WE HAD THE ACFT INSPECTED BY A MECH. NOTHING WAS DAMAGED AND ACFT WAS RETURNED TO FLYING STATUS AFTER A SHORT DELAY. CONTRIBUTING FACTORS: WE HAD LANDED AND TAXIED ON TXWY MIKE THE NIGHT BEFORE. COPLT DID NOT PAY ATTN TO ATIS REMARKS SECTION. COPLT HAD HIS HEAD DOWN TUNING RADIO FREQS THROUGHOUT THE TURNS. WE HAD THE BRIGHT SUN ON OUR FACE AS WE TAXIED. WX WAS CLR VISIBILITY UNRESTRICTED. CORRECTIVE FACTORS: BOTH PLTS SHOULD LISTEN TO THE ATIS IN DETAIL. BOTH PLTS SHOULD BE LOOKING OUT THE WINDOW WHEN TAXIING THE ACFT. UNDERSTAND AND REVIEW THE ARPT DIAGRAM. LISTEN AND UNDERSTAND CLRNC BY ATC.
