Narrative:

Our clearance was cleared direct to jvl cross jvl at 14000 ft, maintain 250 KTS. Captain was expediting descent to make restriction. TCASII gave a TA at approximately FL220. I stated we have traffic 2000 ft directly below us, captain leveled off at 1000 ft above traffic. I called center, and ATC agreed we had traffic 1000 ft below us and ATC stated maintain FL210. Once TCASII showed traffic 5 mi behind us, I told ATC we could continue our descent and clearance was given to 14000 once again. Other aircraft was not visible to us as there was a cloud deck between us.

I STATED WE HAVE TFC 2000 FT DIRECTLY BELOW US, CAPT LEVELED OFF AT 1000 FT ABOVE TFC. I CALLED CTR, AND ATC AGREED WE HAD TFC 1000 FT BELOW US AND ATC STATED MAINTAIN FL210. ONCE TCASII SHOWED TFC 5 MI BEHIND US, I TOLD ATC WE COULD CONTINUE OUR DSCNT AND CLRNC WAS GIVEN TO 14000 ONCE AGAIN. OTHER ACFT WAS NOT VISIBLE TO US AS THERE WAS A CLOUD DECK BTWN US.
