Narrative:

The aircraft in which I was instructing was on a dual cross country flight with a student pilot who speaks poor english. Inbound to our destination we reported 6 mi west. The controller responded to report a 2 mi final. While instructing we failed to report the 2 mi final. As the aircraft was transitioning to land, the controller called out our aircraft n-number, and reported an ultralight departing on an intersecting runway (via light gun signals). Unsure of the clearance to land, I took control of the aircraft and executed a go around procedure, avoiding the ultralight behind and above its flight path. I feel that the awkward student/instructor environment resulted in the failure to report the 2 mi final. As a result there was an uncertainty about the landing clearance. In addition, the controller's failure to verify our position prior to departing another aircraft complicated the situation. I also feel that situational awareness was compromised because the ultralight was cleared for takeoff via light gun signals. If it had not been for this combination of unlikely circumstances, I don't feel that there would have been a situation at all.

Title: UNAUTH LNDG PROC AND NMAC WITH DEP TFC CREATES NEED FOR GAR BY SMA.

Narrative: THE ACFT IN WHICH I WAS INSTRUCTING WAS ON A DUAL XCOUNTRY FLT WITH A STUDENT PLT WHO SPEAKS POOR ENGLISH. INBOUND TO OUR DEST WE RPTED 6 MI W. THE CTLR RESPONDED TO RPT A 2 MI FINAL. WHILE INSTRUCTING WE FAILED TO RPT THE 2 MI FINAL. AS THE ACFT WAS TRANSITIONING TO LAND, THE CTLR CALLED OUT OUR ACFT N-NUMBER, AND RPTED AN ULTRALIGHT DEPARTING ON AN INTERSECTING RWY (VIA LIGHT GUN SIGNALS). UNSURE OF THE CLRNC TO LAND, I TOOK CTL OF THE ACFT AND EXECUTED A GAR PROC, AVOIDING THE ULTRALIGHT BEHIND AND ABOVE ITS FLT PATH. I FEEL THAT THE AWKWARD STUDENT/INSTRUCTOR ENVIRONMENT RESULTED IN THE FAILURE TO RPT THE 2 MI FINAL. AS A RESULT THERE WAS AN UNCERTAINTY ABOUT THE LNDG CLRNC. IN ADDITION, THE CTLR'S FAILURE TO VERIFY OUR POS PRIOR TO DEPARTING ANOTHER ACFT COMPLICATED THE SIT. I ALSO FEEL THAT SITUATIONAL AWARENESS WAS COMPROMISED BECAUSE THE ULTRALIGHT WAS CLRED FOR TKOF VIA LIGHT GUN SIGNALS. IF IT HAD NOT BEEN FOR THIS COMBINATION OF UNLIKELY CIRCUMSTANCES, I DON'T FEEL THAT THERE WOULD HAVE BEEN A SIT AT ALL.
