Narrative:

Was en route from cairns army airfield at ft. Rucker, al, to orlando, fl (orlando executive airport) on IFR flight plan with 7000 ft assigned altitude. On V-7 9 mi southeast of tallahassee, fl, under tlh approach control. There were multiple stratus cloud layers with swelling cumulus and some cumulo nimbus clouds along the route. As I broke out of a cumulus cloud, I observed a twin engine airplane on opposite heading about 300 ft in front of me at the same altitude. I pulled up and to the left, narrowly avoiding a collision. The airplane reported a near miss to tlh approach. His call was air carrier Y. The controller idented him as an light transport. I reported a near miss to the controller. I got transponder check from ZJX about 8 mins later. Center read transponder 'loud and clear with altitude.'

CTR READ XPONDER 'LOUD AND CLR WITH ALT.'
