Narrative:

Departed 6r0 for flight to jennings, la. According to WX brief, I thought I could make it to 3r7 VFR -- used new, btr, lft flight watch -- in radar contact at all times. Approaching lft, I felt I could not continue VFR at 2000 ft. Started to return to btr, but asked lft approach control if it would be legal to make an ILS approach without an approach plate. He said he would check and came back and said ok, he would give all the information for the approach and he did. He cleared me instruments to lft 2000 ft and gave me a heading, another heading to intercept localizer and cleared me for an ILS approach to lft. Approach was made without incident. I would not have made the approach if the lft controller said it was not legal. I could have turned back eastbound VFR to btr, msy, new, hammond. I also asked the btr approach if an approach could be made legally without an approach plate if needed, and he said it would be ok with him, giving me all the information as the lft controller did. I am instrument qualified and my aircraft is fully qualified. I am a retired air carrier captain, 37 yrs, 22000 hours. I do not fly instruments as a rule in single engine aircraft.

Title: VFR FLT DOES NOT HAVE APCH CHART ON BOARD.

Narrative: DEPARTED 6R0 FOR FLT TO JENNINGS, LA. ACCORDING TO WX BRIEF, I THOUGHT I COULD MAKE IT TO 3R7 VFR -- USED NEW, BTR, LFT FLT WATCH -- IN RADAR CONTACT AT ALL TIMES. APCHING LFT, I FELT I COULD NOT CONTINUE VFR AT 2000 FT. STARTED TO RETURN TO BTR, BUT ASKED LFT APCH CTL IF IT WOULD BE LEGAL TO MAKE AN ILS APCH WITHOUT AN APCH PLATE. HE SAID HE WOULD CHK AND CAME BACK AND SAID OK, HE WOULD GIVE ALL THE INFO FOR THE APCH AND HE DID. HE CLRED ME INSTS TO LFT 2000 FT AND GAVE ME A HDG, ANOTHER HDG TO INTERCEPT LOC AND CLRED ME FOR AN ILS APCH TO LFT. APCH WAS MADE WITHOUT INCIDENT. I WOULD NOT HAVE MADE THE APCH IF THE LFT CTLR SAID IT WAS NOT LEGAL. I COULD HAVE TURNED BACK EBOUND VFR TO BTR, MSY, NEW, HAMMOND. I ALSO ASKED THE BTR APCH IF AN APCH COULD BE MADE LEGALLY WITHOUT AN APCH PLATE IF NEEDED, AND HE SAID IT WOULD BE OK WITH HIM, GIVING ME ALL THE INFO AS THE LFT CTLR DID. I AM INST QUALIFIED AND MY ACFT IS FULLY QUALIFIED. I AM A RETIRED ACR CAPT, 37 YRS, 22000 HRS. I DO NOT FLY INSTS AS A RULE IN SINGLE ENG ACFT.
