Narrative:

Yesterday, while giving OJT on sector 35, I received several 'unsuccessful to zce' messages. My trainee called 0c7 and verified he was not receiving information via computer interface from us. This was the case. Due to sector saturation, the 0c7 controller was not able to accept estimates from us for approximately 10 mins. He was also required to manually input the flight plans. This odaps/host interface problem occurred on oct/xx/93 at approximately XA00-XB00 UTC. This is a recurring problem.
