Narrative:

Champaign approach stated that I was on a base for runway 14R and I should contact the tower, so I contacted the tower. Champaign tower said, 'small aircraft sel X cleared to land on runway 14R hold short of runway 4L.' I read the clearance back and wrote it down. I interpreted the clearance to mean I was to hold short of runway 4L once I had exited runway 14R, not on my rollout after landing. I did not have any time to look again at the airport diagram because I was about to turn final approach for runway 14R. I did turn final and realized that approach set me up for a base for runway 18 which is more of a downwind for runway 14R, so I corrected accordingly, wondering why approach could put me in a situation where I could land on the wrong runway. Then I turned base to a final approach for runway 14R and landed just past the threshold and slowed my plane down. I was looking for a taxiway to exit, however, there was none, so I asked champaign tower for progressive instructions. Champaign tower did not respond to my request for approximately 10 seconds, then I heard 'stop.' at this point I was on runway 14R at runway 4L. If I would have stopped I would have stopped on runway 14R while being on runway 4L, so I stopped just after runway 4L because I saw what looked like an small aircraft sel Y taking off. I didn't see any hold short markings or runway signs, all of which I was looking for. I feel that if the tower would have stated cleared to land on runway 14R and hold short of runway 4L while still on runway 14R, that would have cleared it up. Additionally, if the tower would have responded to my request for further instructions sooner, then there would have been enough time to stop and hold short of runway 4L. To prevent a recurrence of this situation, I feel that the tower should advise pilots to come to a complete stop immediately after landing or the controller should verify that there will not be any conflicts among simultaneous operations of intersecting runways before clearing other aircraft for takeoff.

Title: PLT OF AN SMA SEL TRAINING ACFT FAILED TO HOLD SHORT OF A RWY INTXN AFTER LNDG RESULTING IN A CONFLICTION WITH ANOTHER ACFT TKOF ON INTERSECTING RWY.

Narrative: CHAMPAIGN APCH STATED THAT I WAS ON A BASE FOR RWY 14R AND I SHOULD CONTACT THE TWR, SO I CONTACTED THE TWR. CHAMPAIGN TWR SAID, 'SMA SEL X CLRED TO LAND ON RWY 14R HOLD SHORT OF RWY 4L.' I READ THE CLRNC BACK AND WROTE IT DOWN. I INTERPRETED THE CLRNC TO MEAN I WAS TO HOLD SHORT OF RWY 4L ONCE I HAD EXITED RWY 14R, NOT ON MY ROLLOUT AFTER LNDG. I DID NOT HAVE ANY TIME TO LOOK AGAIN AT THE ARPT DIAGRAM BECAUSE I WAS ABOUT TO TURN FINAL APCH FOR RWY 14R. I DID TURN FINAL AND REALIZED THAT APCH SET ME UP FOR A BASE FOR RWY 18 WHICH IS MORE OF A DOWNWIND FOR RWY 14R, SO I CORRECTED ACCORDINGLY, WONDERING WHY APCH COULD PUT ME IN A SIT WHERE I COULD LAND ON THE WRONG RWY. THEN I TURNED BASE TO A FINAL APCH FOR RWY 14R AND LANDED JUST PAST THE THRESHOLD AND SLOWED MY PLANE DOWN. I WAS LOOKING FOR A TXWY TO EXIT, HOWEVER, THERE WAS NONE, SO I ASKED CHAMPAIGN TWR FOR PROGRESSIVE INSTRUCTIONS. CHAMPAIGN TWR DID NOT RESPOND TO MY REQUEST FOR APPROX 10 SECONDS, THEN I HEARD 'STOP.' AT THIS POINT I WAS ON RWY 14R AT RWY 4L. IF I WOULD HAVE STOPPED I WOULD HAVE STOPPED ON RWY 14R WHILE BEING ON RWY 4L, SO I STOPPED JUST AFTER RWY 4L BECAUSE I SAW WHAT LOOKED LIKE AN SMA SEL Y TAKING OFF. I DIDN'T SEE ANY HOLD SHORT MARKINGS OR RWY SIGNS, ALL OF WHICH I WAS LOOKING FOR. I FEEL THAT IF THE TWR WOULD HAVE STATED CLRED TO LAND ON RWY 14R AND HOLD SHORT OF RWY 4L WHILE STILL ON RWY 14R, THAT WOULD HAVE CLRED IT UP. ADDITIONALLY, IF THE TWR WOULD HAVE RESPONDED TO MY REQUEST FOR FURTHER INSTRUCTIONS SOONER, THEN THERE WOULD HAVE BEEN ENOUGH TIME TO STOP AND HOLD SHORT OF RWY 4L. TO PREVENT A RECURRENCE OF THIS SIT, I FEEL THAT THE TWR SHOULD ADVISE PLTS TO COME TO A COMPLETE STOP IMMEDIATELY AFTER LNDG OR THE CTLR SHOULD VERIFY THAT THERE WILL NOT BE ANY CONFLICTS AMONG SIMULTANEOUS OPS OF INTERSECTING RWYS BEFORE CLRING OTHER ACFT FOR TKOF.
