Narrative:

Prepared a flight release and briefed the crew for flight and included the information regarding the icing conditions for our chicago (mdw) destination. The aircraft had no deferred items listed. This was approximately 1 1/2 hours before scheduled departure time. At 15 mins prior to departure the crew put a log entry for an inoperative elevator feel pitot static in violation of the MEL due to the forecasted icing conditions. I was never notified of the deferral by the crew or maintenance personnel. The aircraft was flown with the item inoperative into icing. The MEL item showed up in the computer and the relief dispatcher grounded the aircraft in mdw.

Title: ACFT DEPARTS ARPT FOR DEST ARPT WITH EQUIP PROB THAT WAS DEFERRED ILLEGALLY AS THE DEP ARPT WAS FORECASTING ICING CONDITIONS.

Narrative: PREPARED A FLT RELEASE AND BRIEFED THE CREW FOR FLT AND INCLUDED THE INFO REGARDING THE ICING CONDITIONS FOR OUR CHICAGO (MDW) DEST. THE ACFT HAD NO DEFERRED ITEMS LISTED. THIS WAS APPROX 1 1/2 HRS BEFORE SCHEDULED DEP TIME. AT 15 MINS PRIOR TO DEP THE CREW PUT A LOG ENTRY FOR AN INOP ELEVATOR FEEL PITOT STATIC IN VIOLATION OF THE MEL DUE TO THE FORECASTED ICING CONDITIONS. I WAS NEVER NOTIFIED OF THE DEFERRAL BY THE CREW OR MAINT PERSONNEL. THE ACFT WAS FLOWN WITH THE ITEM INOP INTO ICING. THE MEL ITEM SHOWED UP IN THE COMPUTER AND THE RELIEF DISPATCHER GNDED THE ACFT IN MDW.
