Narrative:

While descending to assigned altitude of 11000 ft, our TCASII issued a TA for traffic at 12:30 O'clock followed shortly by an RA 'decrease rate of descent' which we complied with. We also told phx approach control that we were leveling above 11000 ft due to the TCASII RA. The controller seemed to want us to level at 11000 prior to the conflict with the VFR traffic at 10500 MSL!

Title: FLC OF AN LGT ACR ACFT STOPPED DSCNT EARLY AND LEVELED OFF BEFORE ASSIGNED DSCNT ALT IN RESPONSE TO A TCASII RA. ALT UNDERSHOOT.

Narrative: WHILE DSNDING TO ASSIGNED ALT OF 11000 FT, OUR TCASII ISSUED A TA FOR TFC AT 12:30 O'CLOCK FOLLOWED SHORTLY BY AN RA 'DECREASE RATE OF DSCNT' WHICH WE COMPLIED WITH. WE ALSO TOLD PHX APCH CTL THAT WE WERE LEVELING ABOVE 11000 FT DUE TO THE TCASII RA. THE CTLR SEEMED TO WANT US TO LEVEL AT 11000 PRIOR TO THE CONFLICT WITH THE VFR TFC AT 10500 MSL!
