Narrative:

At approximately XX00 hours on sep/fri/93 while giving dual instruction for the purpose of recurrent training our aircraft was on short final (500 ft or less from the end of the runway) when santa flight engineer tower 'directed' our small aircraft single engine land to hold short of an intersecting runway 33, we were on final for runway 20 with all information current and cleared to land. The reason for the directive was that a military trainer was on a practice approach for runway 33 and in fact was sufficiently far out to not have been a problem. He also could have been waved off prior to the threshold of runway 33. The pilot at the controls of the small aircraft single engine land could have had major problems had not the instructor been aboard. This type of incident has been common during the past few months since the santa flight engineer tower has attempted to use tower frequency for ground control and just cannot handle the traffic. I am an FAA designated pilot examiner and accident prevention counselor and would be happy to assist in alleviating this problem.

Title: PLT INSTRUCTOR OF AN SMA SINGLE ENG LAND TRAINING ACFT COMPLAINT REGARDING TWR COMBINING THE LCL AND GND CTL FUNCTIONS.

Narrative: AT APPROX XX00 HRS ON SEP/FRI/93 WHILE GIVING DUAL INSTRUCTION FOR THE PURPOSE OF RECURRENT TRAINING OUR ACFT WAS ON SHORT FINAL (500 FT OR LESS FROM THE END OF THE RWY) WHEN SANTA FE TWR 'DIRECTED' OUR SMA SINGLE ENG LAND TO HOLD SHORT OF AN INTERSECTING RWY 33, WE WERE ON FINAL FOR RWY 20 WITH ALL INFO CURRENT AND CLRED TO LAND. THE REASON FOR THE DIRECTIVE WAS THAT A MIL TRAINER WAS ON A PRACTICE APCH FOR RWY 33 AND IN FACT WAS SUFFICIENTLY FAR OUT TO NOT HAVE BEEN A PROB. HE ALSO COULD HAVE BEEN WAVED OFF PRIOR TO THE THRESHOLD OF RWY 33. THE PLT AT THE CTLS OF THE SMA SINGLE ENG LAND COULD HAVE HAD MAJOR PROBS HAD NOT THE INSTRUCTOR BEEN ABOARD. THIS TYPE OF INCIDENT HAS BEEN COMMON DURING THE PAST FEW MONTHS SINCE THE SANTA FE TWR HAS ATTEMPTED TO USE TWR FREQ FOR GND CTL AND JUST CANNOT HANDLE THE TFC. I AM AN FAA DESIGNATED PLT EXAMINER AND ACCIDENT PREVENTION COUNSELOR AND WOULD BE HAPPY TO ASSIST IN ALLEVIATING THIS PROB.
