Narrative:

On the approach to lax when flaps 1 was selected, we received a trailing edge flap disagree icas message corresponding with no flap movement. We advised ATC and received vectors away from the approach path. We ran our emergency checklist. Alternate flap system was also inoperative. We advised the lax tower that we would have to make a no flap landing. The flight attendants were instructed and we briefed the passenger that we would be making a no flap approach and landing. We requested the tower to have necessary emergency equipment standing by. Also, while on approach, we received a TCASII alert. We were at 2500 ft MSL. The alert was a VFR aircraft at 2000 ft crossing the approach path. We received an RA on the TCASII. We made necessary climb to avoid conflict. After we were cleared of traffic, we returned back to the approach path and landed with no further problems.
