Narrative:

Air carrier X failed to report OM and landed without clearance. Pilot said he was sleepy and would try to not let it happen again. This is a recurring problem. Many pilots assume that stewart tower has radar (BRITE) -- we do not! Also, many pilots are fooled by the fact that approach control does not terminate radar service on transfer. Pilots think they are still getting TA's from the tower.

Narrative: ACR X FAILED TO RPT OM AND LANDED WITHOUT CLRNC. PLT SAID HE WAS SLEEPY AND WOULD TRY TO NOT LET IT HAPPEN AGAIN. THIS IS A RECURRING PROB. MANY PLTS ASSUME THAT STEWART TWR HAS RADAR (BRITE) -- WE DO NOT! ALSO, MANY PLTS ARE FOOLED BY THE FACT THAT APCH CTL DOES NOT TERMINATE RADAR SVC ON TRANSFER. PLTS THINK THEY ARE STILL GETTING TA'S FROM THE TWR.
