Narrative:

I took a handoff on a helicopter sbound at 3000 ft. I issued a swbound turn to the helicopter to avoid a known conflict with a sebound air carrier. While the helicopter was swbound, an light transport departed phl sbound and came into conflict. Turns were issued to both the helicopter and the light transport. Supplemental information from acn 250777: air traffic controllers are working combined position at phl tower when there is too many aircraft for 1 controller to handle. Callback conversation with reporter revealed the following information: reporter stated he was working the departure control-2 position. Departure control-1 position entered his airspace without coordination. The light transport departure climbed through the helicopter. Targets merged. Reporter felt position should have been decombined but did not ask supervisor. Reporter did not see the helicopter traffic because of distraction working at another airport.

Title: HELI UNAUTH UNCOORD AIRSPACE ENTRY HAD LTSS FROM LTT. SYS ERROR.

Narrative: I TOOK A HDOF ON A HELI SBOUND AT 3000 FT. I ISSUED A SWBOUND TURN TO THE HELI TO AVOID A KNOWN CONFLICT WITH A SEBOUND ACR. WHILE THE HELI WAS SWBOUND, AN LTT DEPARTED PHL SBOUND AND CAME INTO CONFLICT. TURNS WERE ISSUED TO BOTH THE HELI AND THE LTT. SUPPLEMENTAL INFO FROM ACN 250777: AIR TFC CTLRS ARE WORKING COMBINED POS AT PHL TWR WHEN THERE IS TOO MANY ACFT FOR 1 CTLR TO HANDLE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED HE WAS WORKING THE DEP CTL-2 POS. DEP CTL-1 POS ENTERED HIS AIRSPACE WITHOUT COORD. THE LTT DEP CLBED THROUGH THE HELI. TARGETS MERGED. RPTR FELT POS SHOULD HAVE BEEN DECOMBINED BUT DID NOT ASK SUPVR. RPTR DID NOT SEE THE HELI TFC BECAUSE OF DISTR WORKING AT ANOTHER ARPT.
