Narrative:

We, air carrier X, were cleared into position on runway 5 at clt with a warning to be prepared for an immediate departure. Takeoff clearance (immediate) came before we were in position. Initial takeoff roll normal. At about 70 KTS, noticed air carrier Y, approaching on taxiway B, did not appear to be stopping. In fact, it did not, but penetrated and crossed in front of us without ever slowing. I applied maximum braking and reversed the propellers, coming to a stop about 2000 ft from the air carrier Y.
