Narrative:

Air carrier X was issued a descent clearance from FL370 to cross the hayed intersection at FL190. When air carrier X left FL330 he started to climb. I questioned his climb, and he told me he had TCASII RA to climb due to traffic at 10 O'clock position less than 10 mi converging 300 ft below. I advised him there wasn't any traffic. He started his descent and advised he was IMC.

Narrative: ACR X WAS ISSUED A DSCNT CLRNC FROM FL370 TO CROSS THE HAYED INTXN AT FL190. WHEN ACR X LEFT FL330 HE STARTED TO CLB. I QUESTIONED HIS CLB, AND HE TOLD ME HE HAD TCASII RA TO CLB DUE TO TFC AT 10 O'CLOCK POS LESS THAN 10 MI CONVERGING 300 FT BELOW. I ADVISED HIM THERE WASN'T ANY TFC. HE STARTED HIS DSCNT AND ADVISED HE WAS IMC.
