Narrative:
Captain operated part 121 VFR without dispatcher's approval which is a violation of part 121 regulations on a flight from phl to orh. I was unaware of this until after the trip. It's usually a given that the captain will get approval via telephone before the flight, but this individual has problems with the rules. Callback conversation with reporter revealed the following: reference acn #294351 for reporter comments as same captain has repeated this behavior.

Title: COMMUTER CAPT CANCELS IFR ILLEGALLY.
Narrative: CAPT OPERATED PART 121 VFR WITHOUT DISPATCHER'S APPROVAL WHICH IS A VIOLATION OF PART 121 REGS ON A FLT FROM PHL TO ORH. I WAS UNAWARE OF THIS UNTIL AFTER THE TRIP. IT'S USUALLY A GIVEN THAT THE CAPT WILL GET APPROVAL VIA TELEPHONE BEFORE THE FLT, BUT THIS INDIVIDUAL HAS PROBS WITH THE RULES. CALLBACK CONVERSATION WITH REPORTER REVEALED THE FOLLOWING: REF ACN #294351 FOR RPTR COMMENTS AS SAME CAPT HAS REPEATED THIS BEHAVIOR.
