Narrative:

We were in the preboarding process, when another aircraft blocked us in our parking position. We were unable to taxi forward. We were then asked by ramp personnel to do a pwrback. We did so without difficulty. The next day, 2 men from the FAA approached me and asked if we were authorized to conduct a pwrback operation. I replied yes, and showed them my flight operation manual which authorizes me to conduct pwrbacks in the make, model and series of the aircraft for which we were flying. The only restriction that applied was regarding only authorized airports. The manual stated that the certificate holder is authorized to conduct pwrback operations at the airports specified in a table. The problem is that this list was not in the flight operation manual. I called the director of operations and he said that we were authorized to do a pwrback at frg. He also said that the absence of the list of airports in the manual was an oversight and it would be rectified. The men from the FAA appeared satisfied with the explanation and the pending rectification.

Title: AN ACR SMT MADE A PWR BACK FROM A GATE WITHOUT THE PROPER AUTHORIZATION PAGE IN HIS FLT OPS MANUAL.

I REPLIED YES, AND SHOWED THEM MY FLT OP MANUAL WHICH AUTHORIZES ME TO CONDUCT PWRBACKS IN THE MAKE, MODEL AND SERIES OF THE ACFT FOR WHICH WE WERE FLYING. THE ONLY RESTRICTION THAT APPLIED WAS REGARDING ONLY AUTHORIZED ARPTS. THE MANUAL STATED THAT THE CERTIFICATE HOLDER IS AUTHORIZED TO CONDUCT PWRBACK OPS AT THE ARPTS SPECIFIED IN A TABLE. THE PROB IS THAT THIS LIST WAS NOT IN THE FLT OP MANUAL. I CALLED THE DIRECTOR OF OPS AND HE SAID THAT WE WERE AUTHORIZED TO DO A PWRBACK AT FRG. HE ALSO SAID THAT THE ABSENCE OF THE LIST OF ARPTS IN THE MANUAL WAS AN OVERSIGHT AND IT WOULD BE RECTIFIED. THE MEN FROM THE FAA APPEARED SATISFIED WITH THE EXPLANATION AND THE PENDING RECTIFICATION.
