Narrative:

PIC was talking to ground and taxied as directed. When holding at fix, another plane coming in opposite direction taxied too far and onto part of active runway 12L. Ground informed PIC to give way but hold. Since I could do nothing but move I also got onto runway 12L to get out of the way. Another plane had to go around since both PIC and the oncoming plane were on the west end of runway 12L. PIC held and asked for takeoff instruction from tower which gave PIC the takeoff clearance. No danger existed except PIC could have been hit by the taxiing airplane which did not hold as directed by ground. PIC was an innocent victim of the other plane which did not follow instructions from ground.
