Narrative:

During time of incident wittman airport special arrival procedures for NORDO aircraft were in place. The approval received in the mail from osh tower states 'jul/xz, aug/xd procedures are in effect. Upon landing, no ATC/ground personnel were available for our aircraft to cross active runway 18R. No procedure was stated for what to do if 'flashing strobes' come on after NORDO aircraft has entered the NORDO traffic pattern, so we just flew by and did not land and entered when strobes turned off again. Then we were not met by FAA personnel on ground to cross active runway. Upon departure, we were told by fly-by safety that 'as far as FAA was concerned that after the air show that the convention was over and no NORDO departures could take place. This is not how the NOTAM is written. Callback conversation with reporter revealed the following information: reporter stated that he reported this incident in the interest of improving the 'no radio aircraft' procedure instructions for osh fly-in. He believes that instructions should include procedures to use for aircraft that have entered the air traffic area before the 'strobe lights' go on indicating landing not authorized and the designated period to include time after the event to leave the airport under the same procedures. Also, for the 'flag persons' to be stationed to help direct the NORDO aircraft across active runways during the last day of the event. He stated that there was no contact by the FAA or anyone else with regard to this incident.

Title: PLT OF A NORDO SMA ACFT EXPERIENCED DIFFICULTY FOLLOWING THE INTENDED PROC FOR LNDG, TAXIING AND TKOF DURING A SPECIAL EVENT AIR SHOW CONVENTION DUE TO A LACK OF COMPLETE INSTRUCTIONS IN A NOTAM FOR THIS PURPOSE.

NO PROC WAS STATED FOR WHAT TO DO IF 'FLASHING STROBES' COME ON AFTER NORDO ACFT HAS ENTERED THE NORDO TFC PATTERN, SO WE JUST FLEW BY AND DID NOT LAND AND ENTERED WHEN STROBES TURNED OFF AGAIN. THEN WE WERE NOT MET BY FAA PERSONNEL ON GND TO CROSS ACTIVE RWY. HE BELIEVES THAT INSTRUCTIONS SHOULD INCLUDE PROCS TO USE FOR ACFT THAT HAVE ENTERED THE ATA BEFORE THE 'STROBE LIGHTS' GO ON INDICATING LNDG NOT AUTHORIZED AND THE DESIGNATED PERIOD TO INCLUDE TIME AFTER THE EVENT TO LEAVE THE ARPT UNDER THE SAME PROCS. ALSO, FOR THE 'FLAG PERSONS' TO BE STATIONED TO HELP DIRECT THE NORDO ACFT ACROSS ACTIVE RWYS DURING THE LAST DAY OF THE EVENT. HE STATED THAT THERE WAS NO CONTACT BY THE FAA OR ANYONE ELSE WITH REGARD TO THIS INCIDENT.
