Narrative:

Proceeding direct den VOR at 11000 ft MSL. Approach advised us of departure traffic (numerous) at 10000 ft MSL. TCASII TA alerted us to traffic at our 1-2 O'clock 3 mi climbing through 10000 ft MSL. Traffic was sighted. TCASII then commanded an RA of climb and directed a 2000 FPM vertical speed. Traffic remained in sight and did appear to be a conflict. As we climbed out of 11000 ft MSL, captain advised approach of deviation. Traffic passed off the right at less than 1/2 mi. Once clear of traffic, we descended back to 11000 ft. Approach told us that unknown to him, the conflict traffic had received a departure clearance to climb through our altitude using visual separation.
