Narrative:

Air carrier X asked the controller if he had traffic for him ahead. The controller advised that there was no traffic in vicinity close to his altitude. The pilot then advised that he had already climbed reacting to an RA. There was a clearance deviation from the TCASII aircraft of at least 1300 ft. Communications took place after the aircraft had already climbed. No traffic? No need for maneuver!

Title: ACR X TCASII RA FROM GHOST TARGET.

Narrative: ACR X ASKED THE CTLR IF HE HAD TFC FOR HIM AHEAD. THE CTLR ADVISED THAT THERE WAS NO TFC IN VICINITY CLOSE TO HIS ALT. THE PLT THEN ADVISED THAT HE HAD ALREADY CLBED REACTING TO AN RA. THERE WAS A CLRNC DEV FROM THE TCASII ACFT OF AT LEAST 1300 FT. COMS TOOK PLACE AFTER THE ACFT HAD ALREADY CLBED. NO TFC? NO NEED FOR MANEUVER!
