Narrative:

Late arrival of aircraft caused a rushed departure on the ewr-dca shuttle. Crew was issued a pre departure clearance with the departure modifications to turn early (2 mi) and climb to 2500 ft (instead of 5000 ft as on published departure). Both captain and first officer missed the 'M2500' modification on the pre departure clearance. Newark issues altitude modifications mxxxx whereas most other pre departure clearance's are written 'maintain XXXX.' crew missed the level off at 2500 ft and passing 3000 ft departure asked what altitude we'd been assigned then assigned the standard departure published 5000 ft.

Title: ALTDEV OCCURS WITH AMENDMENT TO SID GIVEN IN PDC.

Narrative: LATE ARR OF ACFT CAUSED A RUSHED DEP ON THE EWR-DCA SHUTTLE.
