Narrative:
Busy session on final (approximately 10 aircraft on frequency). Air carrier X was given a 090 degree heading and I heard him read back 090 degrees but I noticed him sbound. I told him to descend immediately to 040 and turn left to 090. He took up a 190 heading instead of 90. He missed air carrier Y by about 1 NM and 400 ft. Air carrier Y then informed me he was climbing due to TCASII RA. This is the instruction I would have given -- if I had time.

Title: ACR X TURN TO WRONG HDG HAD LTSS FROM ACR Y. PLTDEV.
Narrative: BUSY SESSION ON FINAL (APPROX 10 ACFT ON FREQ). ACR X WAS GIVEN A 090 DEG HDG AND I HEARD HIM READ BACK 090 DEGS BUT I NOTICED HIM SBOUND. I TOLD HIM TO DSND IMMEDIATELY TO 040 AND TURN L TO 090. HE TOOK UP A 190 HDG INSTEAD OF 90. HE MISSED ACR Y BY ABOUT 1 NM AND 400 FT. ACR Y THEN INFORMED ME HE WAS CLBING DUE TO TCASII RA.
