Narrative:

While performing an 'a' check on large transport nose number X belonging to air carrier unknown to me at the time, one of my coworkers, Y, pencil-whipped the aircraft landing gear and flap lube. I had been working the engines all night, and know that the flaps had not been extended for lubing. Also, at XA00, when I last checked the paperwork, the item was still open and at XA00 when we were leaving, she was signing off the job as being completed. Please note that the regular luber was on vacation and no one was assigned to do his work and the lube cart was not brought down to the job for use by the crew. No lubing of the flap system in the past has resulted in mismatched flap configns and failed flap xmissions or jammed jackscrew. This is not the first instance of Y repairing an airplane with a pencil but it could lead to a serious airplane problem in the near future. Callback conversation with reporter revealed the following information: the reporter states that this problem has been reported to his supervisor in the past and has been overlooked.

Title: AN ACR MECH RPTS THAT ANOTHER MECH 'PENCIL-WHIPPED' A MAINT PROC ON AN LGT.

Narrative: WHILE PERFORMING AN 'A' CHK ON LGT NOSE NUMBER X BELONGING TO ACR UNKNOWN TO ME AT THE TIME, ONE OF MY COWORKERS, Y, PENCIL-WHIPPED THE ACFT LNDG GEAR AND FLAP LUBE. I HAD BEEN WORKING THE ENGS ALL NIGHT, AND KNOW THAT THE FLAPS HAD NOT BEEN EXTENDED FOR LUBING. ALSO, AT XA00, WHEN I LAST CHKED THE PAPERWORK, THE ITEM WAS STILL OPEN AND AT XA00 WHEN WE WERE LEAVING, SHE WAS SIGNING OFF THE JOB AS BEING COMPLETED. PLEASE NOTE THAT THE REGULAR LUBER WAS ON VACATION AND NO ONE WAS ASSIGNED TO DO HIS WORK AND THE LUBE CART WAS NOT BROUGHT DOWN TO THE JOB FOR USE BY THE CREW. NO LUBING OF THE FLAP SYS IN THE PAST HAS RESULTED IN MISMATCHED FLAP CONFIGNS AND FAILED FLAP XMISSIONS OR JAMMED JACKSCREW. THIS IS NOT THE FIRST INSTANCE OF Y REPAIRING AN AIRPLANE WITH A PENCIL BUT IT COULD LEAD TO A SERIOUS AIRPLANE PROB IN THE NEAR FUTURE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATES THAT THIS PROB HAS BEEN RPTED TO HIS SUPVR IN THE PAST AND HAS BEEN OVERLOOKED.
