Narrative:

I taxied out to active runway at pdk from FBO. Prior to departure request was made to pdk tower for VFR climb direct to ags. I transmitted also to tower to coordinate with approach control that I was coming, which, in turn, they said they did. I was cleared for takeoff and told to turn left and climb on course. I did just that and contacted atl approach. I gave approach my identify and said we were climbing VFR. The controller said maintain VFR inside the TCA. (I found out later, he said 'outside TCA.') I discovered this problem when ags tower called to inform me that I was being violated. I had no idea up until this point there was any problem. Since then, or the next day, I talked with supervisor in the atl approach control. He said he checked the tapes and controller did say maintain VFR outside TCA or remain outside TCA. I think, outside of me not hearing the controller correctly, the contributing factors were pdk tower informing me they coordinated with atl approach and issued me a turn and climb on course. This constitutes a clearance to me to enter the TCA due to previous coordination. Other factors were me not acknowledging atl approach and the controller not ensuring correct reply. I also stayed on the controller's frequency throughout the TCA and controller made no attempt to contact me. My aircraft has a moving map which clearly and accurately depicts my position and atl TCA. I knew I was in the TCA and would have never entered the TCA if I thought I was not cleared to do so. With 10 yrs ATC experience and 6000 plus of pilot time in far 91, 135, 121, I have never had any violations of any kind. I recommend that controller ensure response and when tower controller says or ensures that 'turn left climb on course and that he coordinated with approach' does not mean, 'cleared into TCA.' I, in turn, will ensure that I have answered controller and that he or she acknowledges.

Title: UNAUTH PENETRATION OF AIRSPACE BY CPR TURBO. PROX OF TCA.

Narrative: I TAXIED OUT TO ACTIVE RWY AT PDK FROM FBO. PRIOR TO DEP REQUEST WAS MADE TO PDK TWR FOR VFR CLB DIRECT TO AGS. I DISCOVERED THIS PROB WHEN AGS TWR CALLED TO INFORM ME THAT I WAS BEING VIOLATED. I HAD NO IDEA UP UNTIL THIS POINT THERE WAS ANY PROB. SINCE THEN, OR THE NEXT DAY, I TALKED WITH SUPVR IN THE ATL APCH CTL. HE SAID HE CHKED THE TAPES AND CTLR DID SAY MAINTAIN VFR OUTSIDE TCA OR REMAIN OUTSIDE TCA. I THINK, OUTSIDE OF ME NOT HEARING THE CTLR CORRECTLY, THE CONTRIBUTING FACTORS WERE PDK TWR INFORMING ME THEY COORDINATED WITH ATL APCH AND ISSUED ME A TURN AND CLB ON COURSE. THIS CONSTITUTES A CLRNC TO ME TO ENTER THE TCA DUE TO PREVIOUS COORD. OTHER FACTORS WERE ME NOT ACKNOWLEDGING ATL APCH AND THE CTLR NOT ENSURING CORRECT REPLY. I ALSO STAYED ON THE CTLR'S FREQ THROUGHOUT THE TCA AND CTLR MADE NO ATTEMPT TO CONTACT ME. MY ACFT HAS A MOVING MAP WHICH CLRLY AND ACCURATELY DEPICTS MY POS AND ATL TCA. I KNEW I WAS IN THE TCA AND WOULD HAVE NEVER ENTERED THE TCA IF I THOUGHT I WAS NOT CLRED TO DO SO. WITH 10 YRS ATC EXPERIENCE AND 6000 PLUS OF PLT TIME IN FAR 91, 135, 121, I HAVE NEVER HAD ANY VIOLATIONS OF ANY KIND. I RECOMMEND THAT CTLR ENSURE RESPONSE AND WHEN TWR CTLR SAYS OR ENSURES THAT 'TURN L CLB ON COURSE AND THAT HE COORDINATED WITH APCH' DOES NOT MEAN, 'CLRED INTO TCA.' I, IN TURN, WILL ENSURE THAT I HAVE ANSWERED CTLR AND THAT HE OR SHE ACKNOWLEDGES.
