Narrative:

My student and I were approaching ocn VOR to commence a practice VOR-a approach in VFR conditions. My student was partial panel under the hood. As he looked up at the compass, he spotted traffic at our 12 O'clock position. At that time, I was scanning the instruments and checking his altitude, heading, etc. I looked up and immediately commenced a 120 degree right turn at 50 degrees of bank when I saw 5 mlt's in formation heading for us. My student instructed that they were closing. They were climbing so I had no choice but to descend rapidly at which time the lead mlt passed above us at about 150 ft. Restr area 2533 was below us extending from the surface to 2000 ft MSL. I entered the restr area during the evasive action. I departed it almost immediately. I was proud of my student's assertiveness in telling me the exact position and closure rate of the mlts. I felt maybe my scan should and could have been better in such a high density traffic area. I don't think the formation ever saw us. I feel maybe a departure keeping them in the restr area might be safer even if it means enlarging the restr area. Next time, I will call the controling facility to inform them I am operating close to the area and maybe scan even more than 75 percent outside of the cockpit.

THEY WERE CLBING SO I HAD NO CHOICE BUT TO DSND RAPIDLY AT WHICH TIME THE LEAD MLT PASSED ABOVE US AT ABOUT 150 FT. RESTR AREA 2533 WAS BELOW US EXTENDING FROM THE SURFACE TO 2000 FT MSL. I ENTERED THE RESTR AREA DURING THE EVASIVE ACTION. I DEPARTED IT ALMOST IMMEDIATELY. I WAS PROUD OF MY STUDENT'S ASSERTIVENESS IN TELLING ME THE EXACT POS AND CLOSURE RATE OF THE MLTS. I FELT MAYBE MY SCAN SHOULD AND COULD HAVE BEEN BETTER IN SUCH A HIGH DENSITY TFC AREA. I DON'T THINK THE FORMATION EVER SAW US. I FEEL MAYBE A DEP KEEPING THEM IN THE RESTR AREA MIGHT BE SAFER EVEN IF IT MEANS ENLARGING THE RESTR AREA. NEXT TIME, I WILL CALL THE CTLING FACILITY TO INFORM THEM I AM OPERATING CLOSE TO THE AREA AND MAYBE SCAN EVEN MORE THAN 75 PERCENT OUTSIDE OF THE COCKPIT.
