Narrative:

We were at 11000 ft inbound to sfo on vectors. A departing aircraft climbed up directly below us. We got a TA, followed shortly by an RA 'climb, climb.' the copilot advanced power and started a climb (bottom of green arc was 2500 FPM). I immediately advised approach control what we had gotten and what we were doing. He responded by stating to maintain 11000 ft and he had traffic above us at 12000 ft and the traffic below us was to maintain 10000 ft, which he did. (I was on 5 mi range on radar scope and did not show the 12000 ft traffic.) we had climbed to 11180 ft when the copilot corrected and went back to 11000 ft. This could have been prevented by not climbing or descending aircraft immediately on top or below another aircraft when we are in an environment with 1000 ft of separation. This could have developed into a very dangerous situation. (It did not.)

Narrative: WE WERE AT 11000 FT INBOUND TO SFO ON VECTORS. A DEPARTING ACFT CLBED UP DIRECTLY BELOW US. WE GOT A TA, FOLLOWED SHORTLY BY AN RA 'CLB, CLB.' THE COPLT ADVANCED PWR AND STARTED A CLB (BOTTOM OF GREEN ARC WAS 2500 FPM). I IMMEDIATELY ADVISED APCH CTL WHAT WE HAD GOTTEN AND WHAT WE WERE DOING. HE RESPONDED BY STATING TO MAINTAIN 11000 FT AND HE HAD TFC ABOVE US AT 12000 FT AND THE TFC BELOW US WAS TO MAINTAIN 10000 FT, WHICH HE DID. (I WAS ON 5 MI RANGE ON RADAR SCOPE AND DID NOT SHOW THE 12000 FT TFC.) WE HAD CLBED TO 11180 FT WHEN THE COPLT CORRECTED AND WENT BACK TO 11000 FT. THIS COULD HAVE BEEN PREVENTED BY NOT CLBING OR DSNDING ACFT IMMEDIATELY ON TOP OR BELOW ANOTHER ACFT WHEN WE ARE IN AN ENVIRONMENT WITH 1000 FT OF SEPARATION. THIS COULD HAVE DEVELOPED INTO A VERY DANGEROUS SIT. (IT DID NOT.)
