Narrative:

The aircraft was damaged in-flight and taken to tampa FBO for repairs. After completion, appropriate return to service entry was made in the logbook. 1992 annual went ok without any problems. 1993 annual was failed because repair was done improperly and no 337 filed. Plane was grounded and I was told that I have been flying illegally since 1991. I had all necessary repairs done and proper (I hope!) paper work filed. Charged are pending against inspector that signed logbooks. Callback conversation with reporter revealed the following: reporter states aircraft was damaged at a smaller airport doing touch-and-go maneuvers. Mechanic at that airport said he could not do repairs, it needed to have a specialist. Damage was to wing spars. Got a ferry permit and requested an instructor to accompany him since he was so new to aircraft (had just purchased it). The repair shop he took it to said they were taking pictures and consulting with the manufacturer for proper repair. Repairs completed, returned to service. When mechanic performing annual discovered lack of 337 form, the repair shop claimed they didn't know one was needed. It was also discovered that repairs were not done properly and they had not consulted with manufacturer. The inspector would not sign off the repairs. Reporter of course requested repairs and paper work be completed properly. He 'hopes' they were. He now may have problems because he flew with a 'passenger,' the instructor, on the ferry permit. He also flew for 2 yrs with an illegal aircraft. He has filed charges against the repair shop.

Title: REPAIRS AND PAPER WORK ON SMT WERE DONE IMPROPERLY. ACFT FLOWN 2 YRS PRIOR TO DISCOVERY OF PROB.

Narrative: THE ACFT WAS DAMAGED INFLT AND TAKEN TO TAMPA FBO FOR REPAIRS. AFTER COMPLETION, APPROPRIATE RETURN TO SVC ENTRY WAS MADE IN THE LOGBOOK. 1992 ANNUAL WENT OK WITHOUT ANY PROBS. 1993 ANNUAL WAS FAILED BECAUSE REPAIR WAS DONE IMPROPERLY AND NO 337 FILED. PLANE WAS GNDED AND I WAS TOLD THAT I HAVE BEEN FLYING ILLEGALLY SINCE 1991. I HAD ALL NECESSARY REPAIRS DONE AND PROPER (I HOPE!) PAPER WORK FILED. WHEN MECH PERFORMING ANNUAL DISCOVERED LACK OF 337 FORM, THE REPAIR SHOP CLAIMED THEY DIDN'T KNOW ONE WAS NEEDED. IT WAS ALSO DISCOVERED THAT REPAIRS WERE NOT DONE PROPERLY AND THEY HAD NOT CONSULTED WITH MANUFACTURER. THE INSPECTOR WOULD NOT SIGN OFF THE REPAIRS. RPTR OF COURSE REQUESTED REPAIRS AND PAPER WORK BE COMPLETED PROPERLY. HE 'HOPES' THEY WERE. HE NOW MAY HAVE PROBS BECAUSE HE FLEW WITH A 'PAX,' THE INSTRUCTOR, ON THE FERRY PERMIT. HE ALSO FLEW FOR 2 YRS WITH AN ILLEGAL ACFT. HE HAS FILED CHARGES AGAINST THE REPAIR SHOP.
