Narrative:

Our schedule for the day: atl-vpa. Block time 1 hour 25 mins, actual time 1 hour 42 mins. Vps-atl blocked 1.25, actual 1.62. Atl-oaj blocked 1.67, actual 1.88. Oaj-atl blocked 1.75, actual 3.62. Atl-roa blocked 1.50, actual 1.48. Total blocked 7.42. Total actual 10.02. Due to thunderstorms everywhere, all day, every leg was longer than scheduled. We were legal to start, legal to finish up through the oaj-atl leg. At that point we had flown 8.54. We were not legal to start the atl-roa leg since we had exceeded 8 hours flight time since our last rest period. We did not discover the problem since we don't normally total up the time until the end of the day. Since we were late getting to atl, we were rushed -- getting WX, fuel, aircraft service, etc. I didn't have time to think about legal flight time. We knew we would be late the next day since the overnight was originally scheduled as reduced rest, so we were in a hurry so as to not penalize ourselves the next day. Also, my first officer (who does the logging of the times) was relatively new. A more experienced first officer would probably have noticed exceeding 8 hours and brought it to my attention. Generally speaking, the far 135 duty and rest regulations are very complicated. Trying to interpret them at XX00 after flying 8.54 hours with thunderstorms all day is not easy. An improvement would be a part 121 operation with a dispatcher to help keep an eye on the legalities.

I DIDN'T HAVE TIME TO THINK ABOUT LEGAL FLT TIME. WE KNEW WE WOULD BE LATE THE NEXT DAY SINCE THE OVERNIGHT WAS ORIGINALLY SCHEDULED AS REDUCED REST, SO WE WERE IN A HURRY SO AS TO NOT PENALIZE OURSELVES THE NEXT DAY. ALSO, MY FO (WHO DOES THE LOGGING OF THE TIMES) WAS RELATIVELY NEW. A MORE EXPERIENCED FO WOULD PROBABLY HAVE NOTICED EXCEEDING 8 HRS AND BROUGHT IT TO MY ATTN. GENERALLY SPEAKING, THE FAR 135 DUTY AND REST REGS ARE VERY COMPLICATED. TRYING TO INTERPRET THEM AT XX00 AFTER FLYING 8.54 HRS WITH TSTMS ALL DAY IS NOT EASY. AN IMPROVEMENT WOULD BE A PART 121 OP WITH A DISPATCHER TO HELP KEEP AN EYE ON THE LEGALITIES.
