Narrative:

Air carrier X swbound at 10000 and air carrier Y climbing to 11000 swbound. Air carrier Y had air carrier X in sight and maintaining visual separation. Air carrier X was told twice about air carrier Y maintaining visual separation and twice was given air carrier Y's position and altitude. Air carrier X advises he is doing a TCASII resolution and is descending to 9000 ft. Air carrier X advises he had a resolution of 200 ft from air carrier Y. I was getting an altitude readout on air carrier Y of 10700 ft. My perception is that air carrier Y had air carrier X in sight and did apply visual separation. Air carrier X descended without a clearance to 9000 ft. This could have put air carrier X head-on with opposite direction traffic at 9000 ft. If air carrier X would have climbed to 11000 ft he could have run into air carrier Y who was climbing to 11000 ft.

Narrative: ACR X SWBOUND AT 10000 AND ACR Y CLBING TO 11000 SWBOUND. ACR Y HAD ACR X IN SIGHT AND MAINTAINING VISUAL SEPARATION. ACR X WAS TOLD TWICE ABOUT ACR Y MAINTAINING VISUAL SEPARATION AND TWICE WAS GIVEN ACR Y'S POSITION AND ALT. ACR X ADVISES HE IS DOING A TCASII RESOLUTION AND IS DSNDING TO 9000 FT. ACR X ADVISES HE HAD A RESOLUTION OF 200 FT FROM ACR Y. I WAS GETTING AN ALT READOUT ON ACR Y OF 10700 FT. MY PERCEPTION IS THAT ACR Y HAD ACR X IN SIGHT AND DID APPLY VISUAL SEPARATION. ACR X DSNDED WITHOUT A CLRNC TO 9000 FT. THIS COULD HAVE PUT ACR X HEAD-ON WITH OPPOSITE DIRECTION TFC AT 9000 FT. IF ACR X WOULD HAVE CLBED TO 11000 FT HE COULD HAVE RUN INTO ACR Y WHO WAS CLBING TO 11000 FT.
