Narrative:

While executing a landing at visalia airport, I asked fresno approach for active runway, they did not give me one but gave me winds of 120 degrees at 3 mph. I called over advisory frequency at 6 mi out for a straight in runway 12, again at 3 mi and again at 1 mi. I saw 1 aircraft at 6 mi out which looked like he was departing runway 30. Since no one was responding to my announced arrival I assumed I should continue the approach. While landing and turning off the runway I noticed another aircraft departing on runway 30. I could not understand why no one had answered my calls until I was talking to someone at the airport and he advised me that the frequency had been changed from 123.0 to 123.05. As I fly to this airport often I can see that I just took it for granted that the frequency was the same. It may be of value to make a special point of frequency changes to local pilots in the area of their airports so that this kind of situation, which was caused by complacency does not happen again.

Title: SMT LANDS ON OCCUPIED RWY, USED WRONG FREQ FOR TA IN TFC PATTERN PROC. NON TWR ARPT.

Narrative: WHILE EXECUTING A LNDG AT VISALIA ARPT, I ASKED FRESNO APCH FOR ACTIVE RWY, THEY DID NOT GIVE ME ONE BUT GAVE ME WINDS OF 120 DEGS AT 3 MPH. I CALLED OVER ADVISORY FREQ AT 6 MI OUT FOR A STRAIGHT IN RWY 12, AGAIN AT 3 MI AND AGAIN AT 1 MI. I SAW 1 ACFT AT 6 MI OUT WHICH LOOKED LIKE HE WAS DEPARTING RWY 30. SINCE NO ONE WAS RESPONDING TO MY ANNOUNCED ARR I ASSUMED I SHOULD CONTINUE THE APCH. WHILE LNDG AND TURNING OFF THE RWY I NOTICED ANOTHER ACFT DEPARTING ON RWY 30. I COULD NOT UNDERSTAND WHY NO ONE HAD ANSWERED MY CALLS UNTIL I WAS TALKING TO SOMEONE AT THE ARPT AND HE ADVISED ME THAT THE FREQ HAD BEEN CHANGED FROM 123.0 TO 123.05. AS I FLY TO THIS ARPT OFTEN I CAN SEE THAT I JUST TOOK IT FOR GRANTED THAT THE FREQ WAS THE SAME. IT MAY BE OF VALUE TO MAKE A SPECIAL POINT OF FREQ CHANGES TO LCL PLTS IN THE AREA OF THEIR ARPTS SO THAT THIS KIND OF SIT, WHICH WAS CAUSED BY COMPLACENCY DOES NOT HAPPEN AGAIN.
