Narrative:
Center gave air carrier airline flight a new altitude to climb to of 17000. Center also called traffic at our 10 O'clock position and said he was climbing to 16000 and gave us a frequency change. We called the traffic and changed frequencys. For unknown reasons, the captain did not initiate the climb. Although I said we were cleared to 17000 and dialed it into the altitude window, the captain did not climb until we received a TCASII alert.

Title: CAPT OF AN LGT ACR ACFT FAILED TO CLB AS CLRED RESULTING IN A TCASII ALERT AND LTSS WITH ANOTHER ACFT.
Narrative: CTR GAVE ACR AIRLINE FLT A NEW ALT TO CLB TO OF 17000. CTR ALSO CALLED TFC AT OUR 10 O'CLOCK POS AND SAID HE WAS CLBING TO 16000 AND GAVE US A FREQ CHANGE. WE CALLED THE TFC AND CHANGED FREQS. FOR UNKNOWN REASONS, THE CAPT DID NOT INITIATE THE CLB. ALTHOUGH I SAID WE WERE CLRED TO 17000 AND DIALED IT INTO THE ALT WINDOW, THE CAPT DID NOT CLB UNTIL WE RECEIVED A TCASII ALERT.
