Narrative:

I was PIC of a helicopter conducting instrument training at fdk. I was in the left seat and the other pilot (commercial and instrument) was using foggles in the right seat. We had intercepted the final approach course for ILS 23 at approximately 11 NM at 2300 ft MSL. I had made 3 radio calls on 123.00 stating our location and intentions. I called numbe intersection inbound ILS 23 fdk. Approximately 5 seconds later, I observed an small aircraft crossing our flight path, right to left as he called procedure turn outbound. I immediately took the aircraft controls and took evasive action by diving right. When I asked the small aircraft pilot if he had see us, he replied, 'not until I was in the turn.' there were numerous aircraft in the traffic pattern as well as 2 aircraft on the ILS in front of us. I was actively looking for traffic when this incident occurred. The center post of the windscreen probably prevented my sighting the small aircraft sooner, although I was scanning around the post as a matter of routine. My aircraft was displaying 2 landing lights illuminated at the time of the incident. I fly in the frederick area quite a bit. My opinion as a professional pilot is that it is the most unsafe airport I have ever flown around. There is too great a mix of different types of aircraft, numerous runways and traffic patterns, and instrument approachs -- all at a non-tower airport -- to safely conduct flight operations.

Title: A POLICE HELI AND AN SMA HAVE AN NMAC WHILE CONDUCTING ILS APCHS IN VMC.

Narrative: I WAS PIC OF A HELI CONDUCTING INST TRAINING AT FDK. I WAS IN THE L SEAT AND THE OTHER PLT (COMMERCIAL AND INST) WAS USING FOGGLES IN THE R SEAT. WHEN I ASKED THE SMA PLT IF HE HAD SEE US, HE REPLIED, 'NOT UNTIL I WAS IN THE TURN.' THERE WERE NUMEROUS ACFT IN THE TFC PATTERN AS WELL AS 2 ACFT ON THE ILS IN FRONT OF US. I WAS ACTIVELY LOOKING FOR TFC WHEN THIS INCIDENT OCCURRED. THE CTR POST OF THE WINDSCREEN PROBABLY PREVENTED MY SIGHTING THE SMA SOONER, ALTHOUGH I WAS SCANNING AROUND THE POST AS A MATTER OF ROUTINE. MY ACFT WAS DISPLAYING 2 LNDG LIGHTS ILLUMINATED AT THE TIME OF THE INCIDENT. I FLY IN THE FREDERICK AREA QUITE A BIT. MY OPINION AS A PROFESSIONAL PLT IS THAT IT IS THE MOST UNSAFE ARPT I HAVE EVER FLOWN AROUND. THERE IS TOO GREAT A MIX OF DIFFERENT TYPES OF ACFT, NUMEROUS RWYS AND TFC PATTERNS, AND INST APCHS -- ALL AT A NON-TWR ARPT -- TO SAFELY CONDUCT FLT OPS.
