Narrative:

During a test flight of an large transport after completion of a 'C' check, one of our maneuvers is a test of the stick shaker stall warning system. We figured the stall shaker to occur at 161 KTS for our weight. Our test manual calls for idle power or power to hold altitude. I had power at idle detent for 2-3 mins to decelerate to 161 KTS. At 159 KTS with no stick shaker, we started to get buffet. I pushed the throttles up to go around power. We had no acceleration for 7-10 seconds. Full stall occurred and I dropped the nose to recover. We lost about 1000 ft. We told ZMA we had a problem and reported when back at 15000 ft. We will change the test guide to read power (55Y N1 minimum) to be set prior to test. We should have gotten a block altitude 13000-15000 ft. We will recommend that a test pilot group do all post 'C' check test.
