Narrative:

I was hand flying air carrier X ILS approach to cle runway 23L, broke out of cloud approximately 6 NM from runway. Approximately 3-4 mi on final, tower cleared a turboprop commuter Y to cross runway 23L at approach end. My first officer noted the commuter Y was crossing slowly. As the commuter cleared the runway, it stopped with its tail just at the edge of runway 23L. I elected to go around at 200 ft AGL when I could not determine that it would be safe to land with the commuter Y stopped where it was. Informed tower of reason for go around. Causes: runway and taxiway markings at many airports are inadequate. Night and wet surface worsen a poor situation. Proximity of runway 28 to runway crossing runway 23L, as well as ill-defined holding area for runway 23R.

Narrative: I WAS HAND FLYING ACR X ILS APCH TO CLE RWY 23L, BROKE OUT OF CLOUD APPROX 6 NM FROM RWY. APPROX 3-4 MI ON FINAL, TWR CLRED A TURBOPROP COMMUTER Y TO CROSS RWY 23L AT APCH END. MY FO NOTED THE COMMUTER Y WAS XING SLOWLY. AS THE COMMUTER CLRED THE RWY, IT STOPPED WITH ITS TAIL JUST AT THE EDGE OF RWY 23L. I ELECTED TO GAR AT 200 FT AGL WHEN I COULD NOT DETERMINE THAT IT WOULD BE SAFE TO LAND WITH THE COMMUTER Y STOPPED WHERE IT WAS. INFORMED TWR OF REASON FOR GAR. CAUSES: RWY AND TXWY MARKINGS AT MANY ARPTS ARE INADEQUATE. NIGHT AND WET SURFACE WORSEN A POOR SIT. PROX OF RWY 28 TO RWY XING RWY 23L, AS WELL AS ILL-DEFINED HOLDING AREA FOR RWY 23R.
