Narrative:

I filed an IFR flight plan from chino to las vegas. I took off on runway 21. Upon reaching 1200 ft my climb dropped to 200 ft and speed dropped off to 80/90 KTS. I went through a number of checks, my IAS started to drop 70/80 KTS. I was with ontario control center and reported my problem. At this time I also requested permission to return to chino. Controller asked if I was declaring an emergency. By that time my IAS was 65/70 KTS and 200 ft descent. I replied yes. He handed me over to chino tower and I landed on runway 21 safely. I called my mechanic. After checking it out he found the alternate static valve being installed was reinstalled the wrong way. Once this was idented and corrected the plane was checked and tested and is in working order.

I WENT THROUGH A NUMBER OF CHKS, MY IAS STARTED TO DROP 70/80 KTS. I WAS WITH ONTARIO CTL CTR AND RPTED MY PROB. AT THIS TIME I ALSO REQUESTED PERMISSION TO RETURN TO CHINO. CTLR ASKED IF I WAS DECLARING AN EMER. BY THAT TIME MY IAS WAS 65/70 KTS AND 200 FT DSCNT. I REPLIED YES. HE HANDED ME OVER TO CHINO TWR AND I LANDED ON RWY 21 SAFELY. I CALLED MY MECH. AFTER CHKING IT OUT HE FOUND THE ALTERNATE STATIC VALVE BEING INSTALLED WAS REINSTALLED THE WRONG WAY. ONCE THIS WAS IDENTED AND CORRECTED THE PLANE WAS CHKED AND TESTED AND IS IN WORKING ORDER.
