Narrative:

We were climbing en route from cancun on a 310 degree true heading, cleared to FL280. TCASII warned 'traffic' with yellow target at about 2 O'clock, 20 mi above and descending. At approximately 10 mi the TCASII commanded a 2000 FPM descent. We complied with a descent. Other traffic was in sight and cleared overhead approximately 1000 ft. TCASII reported clear of traffic. Departure control seemed unconcerned about the incident.

Narrative: WE WERE CLBING ENRTE FROM CANCUN ON A 310 DEG TRUE HDG, CLRED TO FL280. TCASII WARNED 'TFC' WITH YELLOW TARGET AT ABOUT 2 O'CLOCK, 20 MI ABOVE AND DSNDING.
