Narrative:
Air carrier X, an large transport, descending rapidly to FL330, air carrier Y, a widebody transport, level FL310. TCASII resolution received by air carrier Y first to descend then to climb resulting in air carrier Y reaching FL320 while air carrier X leveled off atl FL330. Result was less than standard separation between both aircraft.
