Narrative:

Descending through 10000 ft to 9000 ft, a heading of 130 degrees from approximately 90 degrees was given, then a 150 degree heading, then a 180 degree heading at which time the aircraft TCASII RA sounded commanding a climb. As climb was initiated the conflict was resolved and descent to 9000 ft was completed. I feel a turn to the left would have avoided the conflict and we would have passed behind and then turned right to follow the aircraft in question.
