Narrative:

Aircraft X was being worked by ATC at 8000 overflying flint airspace. The coordinator informed the radar controller this aircraft was at 8000. The controller then issued an IFR clearance to small transport Y at 7500 approximately 3 mi on of aircraft X who was sbound. The aircraft's targets merged on the radar scope when the controller noticed and then descended aircraft X to 7000. The radar controller responsible then asked the other controllers to keep quiet about it stating 'we will all get in trouble.' at no time were TA's issued to either aircraft. The controller responsible was the controller-in-charge and has not as of this time, reported the incident to her supervisor or to persons or departments responsible for processing incidents such as this.

Title: ACFT X CLB TO OCCUPIED ALT HAD LTSS FROM SMT Y. SYS ERROR.

Narrative: ACFT X WAS BEING WORKED BY ATC AT 8000 OVERFLYING FLINT AIRSPACE. THE COORDINATOR INFORMED THE RADAR CTLR THIS ACFT WAS AT 8000. THE CTLR THEN ISSUED AN IFR CLRNC TO SMT Y AT 7500 APPROX 3 MI ON OF ACFT X WHO WAS SBOUND. THE ACFT'S TARGETS MERGED ON THE RADAR SCOPE WHEN THE CTLR NOTICED AND THEN DSNDED ACFT X TO 7000. THE RADAR CTLR RESPONSIBLE THEN ASKED THE OTHER CTLRS TO KEEP QUIET ABOUT IT STATING 'WE WILL ALL GET IN TROUBLE.' AT NO TIME WERE TA'S ISSUED TO EITHER ACFT. THE CTLR RESPONSIBLE WAS THE CTLR-IN-CHARGE AND HAS NOT AS OF THIS TIME, RPTED THE INCIDENT TO HER SUPVR OR TO PERSONS OR DEPARTMENTS RESPONSIBLE FOR PROCESSING INCIDENTS SUCH AS THIS.
