Narrative:

On the date and time specified above I was secondary pilot in the squadron leader's aircraft. This aircraft was part of a 5 plane formation. The purpose of the flight was aerial advertising (sky typing). The 5 plane formation entered the baltimore TCA at 8500 ft MSL. The squadron leader was under the belief that most TCA ceilings in the northeast were 7000 ft MSL. The formation entered the baltimore TCA for approximately 10 NM then changed course and landed at martin state airport. Upon landing the squadron leader was directed to call baltimore TRACON. TRACON informed the leader that an intrusion had occurred. The leader apologized, stating he wasn't aware the ceiling had been increased to 10000 ft MSL. TRACON stated this was a recent change and informed him no official report would be filed this time. However, he would be held accountable for any future violations, and that he should be more responsible for his flight. In retrospect I wish the incident never occurred, but will draw invaluable experience from it. No longer will I assume the leader will be able to handle the entire workload of communication, navigation, and TCA compliance. I will become totally familiar with the entire flight plan through a thorough briefing. Supplemental information from acn 241327: the flight leader has always conducted the necessary communications with the controling agencies, i.e., ground control, tower, departure, center, etc. With the exception of the tower frequency, the flight remains on 122.85.

Title: UNAUTH PENETRATION OF AIRSPACE. PROX OF TCA BY FLT OF 5 ACFT USED IN SKYWRITING.

Narrative: ON THE DATE AND TIME SPECIFIED ABOVE I WAS SECONDARY PLT IN THE SQUADRON LEADER'S ACFT. THIS ACFT WAS PART OF A 5 PLANE FORMATION. THE PURPOSE OF THE FLT WAS AERIAL ADVERTISING (SKY TYPING). THE 5 PLANE FORMATION ENTERED THE BALTIMORE TCA AT 8500 FT MSL. THE SQUADRON LEADER WAS UNDER THE BELIEF THAT MOST TCA CEILINGS IN THE NE WERE 7000 FT MSL. THE FORMATION ENTERED THE BALTIMORE TCA FOR APPROX 10 NM THEN CHANGED COURSE AND LANDED AT MARTIN STATE ARPT. UPON LNDG THE SQUADRON LEADER WAS DIRECTED TO CALL BALTIMORE TRACON. TRACON INFORMED THE LEADER THAT AN INTRUSION HAD OCCURRED. THE LEADER APOLOGIZED, STATING HE WASN'T AWARE THE CEILING HAD BEEN INCREASED TO 10000 FT MSL. TRACON STATED THIS WAS A RECENT CHANGE AND INFORMED HIM NO OFFICIAL RPT WOULD BE FILED THIS TIME. HOWEVER, HE WOULD BE HELD ACCOUNTABLE FOR ANY FUTURE VIOLATIONS, AND THAT HE SHOULD BE MORE RESPONSIBLE FOR HIS FLT. IN RETROSPECT I WISH THE INCIDENT NEVER OCCURRED, BUT WILL DRAW INVALUABLE EXPERIENCE FROM IT. NO LONGER WILL I ASSUME THE LEADER WILL BE ABLE TO HANDLE THE ENTIRE WORKLOAD OF COM, NAV, AND TCA COMPLIANCE. I WILL BECOME TOTALLY FAMILIAR WITH THE ENTIRE FLT PLAN THROUGH A THOROUGH BRIEFING. SUPPLEMENTAL INFO FROM ACN 241327: THE FLT LEADER HAS ALWAYS CONDUCTED THE NECESSARY COMS WITH THE CTLING AGENCIES, I.E., GND CTL, TWR, DEP, CTR, ETC. WITH THE EXCEPTION OF THE TWR FREQ, THE FLT REMAINS ON 122.85.
