Narrative:

How the problem arose. I did not get appropriate clearance from a temporary tower before taking off. This incident occurred after getting clearance to taxi. Contributing factors. I was not in the habit of talking to a tower or ground control at palmer municipal airport which normally does not have an operating tower or ground control. I was directed to taxi on a runway to another runway intersection from the hold short lines and other prompting signs were not present. I was also largely unfamiliar with the airport. I had landed and taken off from the main runway but didn't know my way around me which was distracting. Perceptions, judgements, decisions. When I taxied to the runway intersection, I found myself on the active runway. At this point, I forgot to contact the temporary tower. Procedures were not 'normal' and my action was to takeoff. I didn't realize what I had done until 'temporary ground control' asked me whether I had taken off. At this point confirmed that I had and immediately switched to the 'temporary tower' frequency and reported my position. The 'temporary tower' reported potentially conflicting traffic and I reported when I had the traffic in sight. Actions and inactions. I took off without proper tower clearance but contacted the 'tower' as soon as I realized my mistake. Factors affecting human performance. Unusual procedures, unfamiliar airport, apprehension about WX conditions.

Title: UNAUTH RWY ENTRY OP TKOF CREATES A POTENTIAL CONFLICT WITH ARR TFC. UNAUTH PENETRATION OF AIRSPACE. PROX OF ATA.

Narrative: HOW THE PROBLEM AROSE. I DID NOT GET APPROPRIATE CLRNC FROM A TEMPORARY TWR BEFORE TAKING OFF. THIS INCIDENT OCCURRED AFTER GETTING CLRNC TO TAXI. CONTRIBUTING FACTORS. I WAS NOT IN THE HABIT OF TALKING TO A TWR OR GND CTL AT PALMER MUNICIPAL ARPT WHICH NORMALLY DOES NOT HAVE AN OPERATING TWR OR GND CTL. I WAS DIRECTED TO TAXI ON A RWY TO ANOTHER RWY INTXN FROM THE HOLD SHORT LINES AND OTHER PROMPTING SIGNS WERE NOT PRESENT. I WAS ALSO LARGELY UNFAMILIAR WITH THE ARPT. I HAD LANDED AND TAKEN OFF FROM THE MAIN RWY BUT DIDN'T KNOW MY WAY AROUND ME WHICH WAS DISTRACTING. PERCEPTIONS, JUDGEMENTS, DECISIONS. THE 'TEMPORARY TWR' RPTED POTENTIALLY CONFLICTING TFC AND I RPTED WHEN I HAD THE TFC IN SIGHT. ACTIONS AND INACTIONS. I TOOK OFF WITHOUT PROPER TWR CLRNC BUT CONTACTED THE 'TWR' AS SOON AS I REALIZED MY MISTAKE. FACTORS AFFECTING HUMAN PERFORMANCE. UNUSUAL PROCS, UNFAMILIAR ARPT, APPREHENSION ABOUT WX CONDITIONS.
