Narrative:

No occurrence, incident or accident. This is a safety question and concern for departing IFR aircraft departing runway 9. Current departure procedure 'climbing right turn direct pdz.' the control tower is an obstruction for any aircraft rotating within the first 5/8 of the runway and beginning their climbing right turn. This is a concern during restr visibility and of course 0/0 departures. The old departure procedure that was in effect a few months ago called for departing on runway heading until reaching 1300 ft then climbing right turn direct pdz. Another option maybe is to let the pilot know about the obstruction.
