Narrative:

The airport management refuses to paint a turnoff line from runway 13 onto taxiway east, saying that taxiway east is not stressed for acrs and that with a turnoff line, they might turn off onto taxiway east. Aircraft landing runway 13 will cross runway 4R/22L and approximately 60 ft past runway 4R/22L is taxiway east. Because of no turnoff line and in spite of being instructed to turn on taxiway east, as many aircraft turn on runway 4R/22L as actually do turn on taxiway 3. Yesterday an aircraft turned on runway 22L with an aircraft on short final.

ACFT LNDG RWY 13 WILL CROSS RWY 4R/22L AND APPROX 60 FT PAST RWY 4R/22L IS TXWY E. BECAUSE OF NO TURNOFF LINE AND IN SPITE OF BEING INSTRUCTED TO TURN ON TXWY E, AS MANY ACFT TURN ON RWY 4R/22L AS ACTUALLY DO TURN ON TXWY 3.
