Narrative:

I was working ground when small transport X called ready to taxi at the FBO ramp (southeast corner of the field). I told the aircraft to taxi to runway 30R. Approach end is located at the southwest corner of the FBO ramp. I made a couple of xmissions to other aircraft then my attention returned to small transport X when he said 'tower, can I taxi on this runway?' the aircraft was about 50 ft down runway 30R. I told the pilot of his error and he 180'ed back to the ramp. Yet another runway incursion here at pwk. One of the main causes is a near total lack of runway and taxiway signage. We have complained on many occasions to the airport authority to buy and install signage, but they are waiting until they build and repave existing movement areas -- approximately 5 yrs from now!

Title: SMT INADVERTENTLY TAXIES ONTO RWY. CTLR GETS HIM OFF. NO OTHER ACFT INVOLVED.

Narrative: I WAS WORKING GND WHEN SMT X CALLED READY TO TAXI AT THE FBO RAMP (SE CORNER OF THE FIELD). I TOLD THE ACFT TO TAXI TO RWY 30R. APCH END IS LOCATED AT THE SW CORNER OF THE FBO RAMP. I MADE A COUPLE OF XMISSIONS TO OTHER ACFT THEN MY ATTN RETURNED TO SMT X WHEN HE SAID 'TWR, CAN I TAXI ON THIS RWY?' THE ACFT WAS ABOUT 50 FT DOWN RWY 30R. I TOLD THE PLT OF HIS ERROR AND HE 180'ED BACK TO THE RAMP. YET ANOTHER RWY INCURSION HERE AT PWK. ONE OF THE MAIN CAUSES IS A NEAR TOTAL LACK OF RWY AND TXWY SIGNAGE. WE HAVE COMPLAINED ON MANY OCCASIONS TO THE ARPT AUTHORITY TO BUY AND INSTALL SIGNAGE, BUT THEY ARE WAITING UNTIL THEY BUILD AND REPAVE EXISTING MOVEMENT AREAS -- APPROX 5 YRS FROM NOW!
