Narrative:

Holding on runway 9R taxiway just west of the TW16 taxiway when cleared by ord ground control to taxi to the gate via the TW16 and cargo txwys. As I started to taxi, the first officer alerted me to an medium large transport exiting runway 9R at the high speed which leads to the TW16 taxiway. I stopped the aircraft as air carrier passed in front of us. No one was hurt and no damage done, but this incident had the potential to be another ewr accident. I believe there must be more emphasis placed on having pilots contact ground control prior to entering the taxiway and at ord the controllers should space the arrs to allow for aircraft to contact ground prior to continuing their taxi.
