Narrative:

Flight from palma de mallorca, spain (lepa) to gerona, spain (lege) to zurich, switzerland (lszh). Prior to departing lepa the pilot checked NOTAMS for lege and lszh. The pilot was advised that lszh was a 24-hour airport. While en route, the pilot contacted lege radar and was advised that lszh approach was calling. Changing to lszh approach frequency, the pilot was advised to fly direct ekron intersection. Upon reaching ekron, approach advised the pilot that it was too late to land at lszh. Pilot was then given a clearance to lege. En route to lege, lszh approach advised the pilot that lege approach would not accept the flight. Lszh approach now cleared the pilot to basel. En route to basel, lszh approach advised the pilot that basel would not accept the aircraft. Lszh approach then asked the pilot for fuel reserve. They were advised that the aircraft had 1 1/2 hours fuel remaining (approximately range 225 mi with no reserves). Lszh approach then requested the pilot's intentions. At that time, the pilot declared an emergency. The aircraft was allowed to land at lszh. On ground time was XX40 local time. Pilot was advised that the airport is closed to GA at XX00 and that local air carrier can land until PM00 local. Also, that the airport is officially closed between midnight and 0600 hours. In order that this situation not occur again, it is this pilot's recommendation that whenever flying overseas (especially into unfriendly toward united states aircraft countries) that the pilot have a source of information (a handling company, etc) that can advise him of any unpublished restrictions.
