Narrative:
I was doing a photo mission over a high school. I was trying to keep 1000 ft AGL for the shoot. A phoenix police department helicopter said that he observed me at 400-500 ft AGL. He also said that I crossed the scottsdale airport air traffic area. He followed me back to falcon airport and said that he was going to forward a letter to the FAA. There were also complaints about a low flying aircraft made to the police. If I could do it over again I would contact the school, tell them that I was going to do a photo shoot. I would also contact the FAA to find a minimum altitude to fly at over the photo shoot sight.

Title: LOW ALT CIVIL OP OVER A SCHOOL IS RPTED BY GND OBSERVER AND CHKED BY ROTARY WINGED TFC IN THE FORM OF THE POLICE.
Narrative: I WAS DOING A PHOTO MISSION OVER A HIGH SCHOOL. I WAS TRYING TO KEEP 1000 FT AGL FOR THE SHOOT. A PHOENIX POLICE DEPT HELI SAID THAT HE OBSERVED ME AT 400-500 FT AGL. HE ALSO SAID THAT I CROSSED THE SCOTTSDALE ARPT ATA. HE FOLLOWED ME BACK TO FALCON ARPT AND SAID THAT HE WAS GOING TO FORWARD A LETTER TO THE FAA. THERE WERE ALSO COMPLAINTS ABOUT A LOW FLYING ACFT MADE TO THE POLICE. IF I COULD DO IT OVER AGAIN I WOULD CONTACT THE SCHOOL, TELL THEM THAT I WAS GOING TO DO A PHOTO SHOOT. I WOULD ALSO CONTACT THE FAA TO FIND A MINIMUM ALT TO FLY AT OVER THE PHOTO SHOOT SIGHT.
