Narrative:

Since hurricane andrew, the miami area has been functioning without the benefit of reliable radar coverage, as well as the WX reporting capabilities. During the upcoming months of increased WX activity, the controllers will be at a loss to predict the paths of the aircraft within their airspace with regard to WX deviations. They (the controllers) won't be able to issue proper advisories to the aircraft in a timely manner. On apr/fri/ 93, I was working the zbv lo sector. The sector was impacted by heavy WX with tops to 16000 ft, as reported to me by pilots. That situation was unacceptable, as these tops were not visible to me on my radar. Vectoring aircraft in this type of situation is very dangerous, as the controller does not want to send the aircraft into thunderstorms or turbulence.

Title: CTL CLAIMS THAT RADAR COVERAGE AND WX RPTING CAPABILITIES ARE NOT RELIABLE.

Narrative: SINCE HURRICANE ANDREW, THE MIAMI AREA HAS BEEN FUNCTIONING WITHOUT THE BENEFIT OF RELIABLE RADAR COVERAGE, AS WELL AS THE WX RPTING CAPABILITIES. DURING THE UPCOMING MONTHS OF INCREASED WX ACTIVITY, THE CTLRS WILL BE AT A LOSS TO PREDICT THE PATHS OF THE ACFT WITHIN THEIR AIRSPACE WITH REGARD TO WX DEVS. THEY (THE CTLRS) WON'T BE ABLE TO ISSUE PROPER ADVISORIES TO THE ACFT IN A TIMELY MANNER. ON APR/FRI/ 93, I WAS WORKING THE ZBV LO SECTOR. THE SECTOR WAS IMPACTED BY HVY WX WITH TOPS TO 16000 FT, AS RPTED TO ME BY PLTS. THAT SIT WAS UNACCEPTABLE, AS THESE TOPS WERE NOT VISIBLE TO ME ON MY RADAR. VECTORING ACFT IN THIS TYPE OF SIT IS VERY DANGEROUS, AS THE CTLR DOES NOT WANT TO SEND THE ACFT INTO TSTMS OR TURB.
